Can Oakland Escape San Francisco's Shadow?

Oakland became the first city in the nation to offer a municipal identification card that also doubles as a debit card. The card is available to all city residents as well as illegal immigrants and will allow people to use the debit card function to avoid check-cashing fees. The city expects to issue at least 6,000 of the $15 cards in the first year.
