Rep. Gwen Graham (D) “raised more than $165,000 for her campaign and over $135,000 for the Our Florida Political Committee” in September and reported “more than $2.5 million cash on hand.”

“Graham also added nearly 1,000 new grassroots donors in September, bringing her total number of unique donors to more than 8,850 people.” (release)

Miami Beach Mayor Philip Levine (D) “has hired a veteran fundraiser … Courtney Whitney. … Levine” said “that he intends to make an official decision in November on whether to join the crowded Democratic primary for governor in 2018.”

“Whitney, who has also raised money for former Rep. Joe Garcia (D) and former DNC Chair and current Rep. Debbie Wasserman Schultz (D), joins a shadow campaign of Levine political advisers. They include Christian Ulvert, who recently oversaw state Sen. Annette Taddeo’s (D) successful win in a special election last month, and Matthew Van Name, a former campaign manager for Rep. Charlie Crist (D).” (Politico)

Levine did not raise any money in September because he “was solely focused on helping a number of communities prepare and weather Hurricanes Harvey, Irma and Maria,” Ulvert said. (SaintPetersBlog)

IN CASE YOU MISSED IT. State Speaker Richard Corcoran’s (D) Watchdog PAC has hired digital media firm GoBig Media, consultant Taylor Budowich said Friday. (Hotline reporting)

SOUND OFF. “Responding to reports Donald Trump will dismantle President Barack Obama’s Clean Power Plan … Graham is pledging to enact a Florida clean power plan.” (release)

“[W]hile it’s not something he talks much about on the campaign trail,” Tallahassee Mayor Andrew Gillum (D) “opened up about the reality he faces as a black man while addressing students in an appearance at the University of Tampa campus last week.”

Gillum: “There isn’t a day that doesn’t go by in my city where I’m not driving behind a truck on my way to work that has a big old Confederate flag. … I know a lot of folks say you shouldn’t conflate the Confederacy with racism. … Well, I don’t know another way to describe it. States’ rights? States’ rights to own slaves? … If I pause long enough to allow it to impact me, it would. But I psych myself out on a pretty regular basis that they’re not talking about me. That they don’t mean me, and I’m the mayor of this city, and all the other things that you tell yourself to be unpenetrated by the kind of inequality that you get to see and experience every single day that you live and breath.” (Florida Politics)

“Gillum once took responsibility for reducing the city’s carbon footprint in a short period of time. … PolitiFact Florida did not find evidence that supported a carbon cut of that size under Gillum’s watch. But if you check the website now, you won’t find that claim.” (Tampa Bay Times)

THE DETAILS

"The FBI is investigating whether a top Russian banker with ties to the Kremlin illegally funneled money to the National Rifle Association to help Donald Trump win the presidency." Investigators have focused on Alexander Torshin, the deputy governor of Russia’s central bank "who is known for his close relationships with both Russian President Vladimir Putin and the NRA." The solicitation or use of foreign funds is illegal in U.S. elections under the Federal Election Campaign Act (FECA) by either lobbying groups or political campaigns. "Hundreds of new and supplemental FARA filings by U.S. lobbyists and public relations firms" have been submitted "since Special Counsel Mueller charged two Trump aides with failing to disclose their lobbying work on behalf of foreign countries. The number of first-time filings ... rose 50 percent to 102 between 2016 and 2017, an NBC News analysis found. The number of supplemental filings, which include details about campaign donations, meetings and phone calls more than doubled from 618 to 1,244 last year as lobbyists scrambled to avoid the same fate as some of Trump's associates and their business partners."
