After Mexican Theft, Critics Question if IAEA Radiological Security Rules Are Enough

The area of Tepojaco, in Mexico's Hidalgo state, on Dec. 4 where a truck transporting a 'teletherapy source' containing cobalt-60 was stolen by gunmen two days earlier.
