In the days lead­ing up to the Pres­id­ent’s State of the Uni­on ad­dress, seni­or White House ad­viser Dan Pfeif­fer wants every­one to know that Obama in­tends to use the power of ‘his pen and his phone’ to move le­gis­la­tion for­ward. Wait­ing for Con­gress is no longer an op­tion, ac­cord­ing to Pfeif­fer.

Plus: Sen­at­or Mitch Mc­Con­nell doesn’t want a debt ceil­ing deal to go through without a Re­pub­lic­an ad­vant­age at­tached.
