Is the EXIM Bank’s push to thwart Chinese tech smoke and mirrors?

Congress reauthorized the Export-Import Bank last year with the expectation that it would counter Chinese tech exports. But officials say EXIM’s China Program is a paper tiger that gives the Bank cover to pursue unrelated goals.
