Can the IRS Legally Dish Out Refunds During a Shutdown?

Doing an about-face on its legal interpretation, the Trump administration said Monday the IRS will disburse tax refunds even if the government remains shutdown. It’s a political no-brainer, but some are concerned about the precedent.
