ON THE RECORD. “If elected governor, businessman Noel Ginsburg (D) says he would work to expand apprenticeship programs, raise teacher salaries, send more money to schools—and repeal” Johnston’s 2010 legislation that required “teachers to demonstrate effectiveness and ties teacher pay to student performance.” Ginsburg “currently runs CareerWise Colorado, an apprenticeship program that Gov.
