Joe Biden has a way of get­ting people’s at­ten­tion dur­ing the State of the Uni­on ad­dress—though maybe not in the way he ex­pects. The vice pres­id­ent has a tend­ency to de­liv­er an­im­ated smiles, pouts and winks while Pres­id­ent Obama de­liv­ers his an­nu­al ad­dress, cre­at­ing GIF-able mo­ments that have noth­ing to do with the pres­id­ent’s policy pro­pos­als for the year.
