10:40 a.m. — The Trans­port­a­tion De­part­ment un­veiled plans Wed­nes­day to im­prove the safety of trains haul­ing crude oil at a time when use of rail­ways to move grow­ing U.S. sup­plies is sur­ging. The draft reg­u­la­tion fol­lows a series of ac­ci­dents. It would re­quire re­duced speeds for trains haul­ing flam­mable ma­ter­i­als, new brak­ing sys­tem re­quire­ments, and the phase-out of a type of older tank cars. — Ben Ge­man
