A federal court ruled Virginia’s congressional map unconstitutional, saying it purposely packed an inordinate number of African-American voters into the state’s 3rd District, represented by Rep. Robert Scott (D). The current map will stay in place through the current cycle. But next cycle, 45,000 to 50,000 African-American voters could fall under other districts, possibly making three neighboring Republican districts more moderate: those represented by Reps. Robert Wittman (R-VA 01), Scott Rigell (R-VA 02), and Randy Forbes (R-VA 04).
Republicans currently hold eight of the state’s 11 seats in the House, despite Virginia as a whole being evenly divided. (Richmond Times-Dispatch)
