The Monday announcement of Obama's new global warming rule has the Republican establishment scrambling for some scathing monikers to describe the EPA regulations. With their creative juices drying up, they've settled on "Obamacare for the air." But what does this mean for the rest of the United States? Obviously: breath panels.
