Former Congressional Chief of Staff to Appear in Court on Pornography Charges

The former chief of staff to Sen. Lamar Alexander will appear in a U.S. district court Thursday on charges that he possessed child pornography, according to a criminal complaint filed by the U.S. Attorney's Office.

The complaint lays out the allegations against Ryan Loskarn, 35, who was caught up in an investigation into a movie production company that sold DVDs via mail and streamed videos for sale, the majority of which featured young, nude boys, documents show. The probe by the U.S. Postal Inspection Service and the Toronto Police Service began in 2010.

The complaint alleges that Loskarn made several purchases in 2010 and 2011, including movies sent to his Washington home. Inspectors conducted a search of his home this week, during which the complaint alleges that Loskarn appeared to place an external computer hard drive, which included child pornography videos, outside his window. The complaint also alleges that inspectors connected pornographic video downloads to his residential IP address.

 

The content of the movies, as described in the document, include sexual depictions of girls as young as 6 to 9 years old, appearing with adults. The complaint also alleges the hard drive contained "hundreds of videos depicting underage boys engaged in sexually explicit conduct."

Loskarn could be reached for comment, and his lawyer, Stuart A. Sears, declined to discuss the case. Loskarn faces two charges: possession of child pornography, which carries a maximum of 10 years in prison, and attempt to distribute child pornography, which carries a mandatory minimum of fives years and a maximum of up to 20 years in prison.
