The Congressional Leadership Fund reported spending $204,000 on a media buy and $56,000 on ground game efforts to boost state Sen. Troy Balderson (R) over Franklin County Recorder Danny O’Connor (D). To date, the super PAC has spent $554,000 ahead of the Aug. 7 special election to replace former Rep. Pat Tiberi (R). (Hotline reporting)

PROGNOSTICATION. NRCC Chairman Steve Stivers “dismisses the notion that the Pennsylvania race could foreshadow the Ohio special election. He said that while” Rep. Conor Lamb (D) “had no primary opponent, O’Connor’s primary campaign drove him to go on the record on multiple issues — giving the GOP’s research team plenty of fodder. Also, he said, the Pennsylvania district had pro–labor, conservative Democratic roots.” Stivers: “This doesn’t have that kind of swing group.” (Columbus Dispatch)
