Retired Naval Commander Elaine Luria (D) filed to challenge Rep. Scott Taylor (R) in his Virginia Beach-based district. (FEC)

She has not formally announced a campaign, but Rep. Don McEachin (D-04) told Hotline in November that the DCCC had recruited Luria to run for the seat, which backed Gov.-elect Ralph Northam (D) by 4 points and President Trump by 3 points. Luria spent 20 years in the Navy and now runs a paint-your-own-mermaid studio with locations in Norfolk and Virginia Beach.

Former nominee Shaun Brown (D) is running again and was recently charged with fraud and accused of stealing from a government program. The district is home to the world’s largest Navy base.
