2016 challenger Doug Applegate (D) “says a former political consultant failed to report large media buys on disclosure forms during Applegate’s unsuccessful run last year. The campaign offered the explanation in a letter on Tuesday to the Federal Election Commission.” Campaign manager Robert Dempsey said the campaign replaced its consultant in December. Dempsey did not name the consultant.” (San Diego Union-Tribune)

Applegate lost to Issa in one of the closest House races of 2016. He’s running again in 2018 as is environmental attorney Mike Levin (D).
