Gas Lobbying Group Fills Out Its A-Team

  Frank J. Macchiarola as Executive Vice President   ANGA President and Chief Executive Officer Marty Durbin today announced that Frank J. Macchiarola has been named ANGA's Executive Vice President, Government Affairs. Frank J. Macchiarola is moving from Bracewell & Giuliani to America's Natural Gas Alliance as executive vice president for government affairs in March 2014.

With the na­tion’s nat­ur­al-gas boom at full throttle, the young but in­creas­ingly in­flu­en­tial Wash­ing­ton as­so­ci­ation for in­de­pend­ent pro­du­cers has roun­ded out its lob­by­ing team with a former Cap­it­ol Hill staffer, Frank Mac­chiarola.

Cur­rently with the Policy Res­ol­u­tion Group at Bracewell & Gi­uliani, fo­cused on en­ergy and en­vir­on­ment­al is­sues, Mac­chiarola will be­come ex­ec­ut­ive vice pres­id­ent for gov­ern­ment af­fairs at Amer­ica’s Nat­ur­al Gas Al­li­ance in mid-March.

In that role, he will be second-in-com­mand to Marty Durbin, a former top lieu­ten­ant of Jack Ger­ard at both the Amer­ic­an Chem­istry Coun­cil and the Amer­ic­an Pet­ro­leum In­sti­tute. Durbin be­came ANGA’s pres­id­ent and CEO last May.

ANGA, foun­ded in 2009 by in­de­pend­ent gas ex­plor­a­tion and pro­duc­tion com­pan­ies like Anadarko and Ches­apeake En­ergy, has been on a fast track in the world of en­ergy lob­by­ing co­in­cid­ing with the ex­plo­sion in U.S. de­vel­op­ment of nat­ur­al gas due to the frack­ing re­volu­tion.

“The goal was to turn it in­to a premi­er as­so­ci­ation,” Mac­chiarola said. It ap­pears that ANGA will reach that goal March 17 when Mac­chiarola takes the reins of the group’s fed­er­al and state gov­ern­ment af­fairs and in­teg­rates the lob­by­ing ef­forts with com­mu­nic­a­tions, mar­ket de­vel­op­ment, re­search, and policy ana­lys­is.

“It is a very ex­cit­ing time,” he said. “Nat­ur­al-gas is­sues are prob­ably at the fore­front of poli­cy­makers’ minds for the first time in a long time. And that is both an op­por­tun­ity and a chal­lenge for ad­vocacy groups.”

Mac­chiarola, 37, joined Bracewell & Gi­uliani a year ago after sev­en years as Re­pub­lic­an staff dir­ect­or for the Sen­ate Health, Edu­ca­tion, Labor, and Pen­sions Com­mit­tee un­der Sen. Mike En­zi, R-Wyo. Earli­er he was a com­mit­tee coun­sel un­der former Sen. Pete Domen­ici, R-N.M., who chaired the pan­el dur­ing de­vel­op­ment of the En­ergy Policy Act in 2005.

Born and raised in New York City, where his fath­er was a renowned chan­cel­lor of the city’s pub­lic schools from 1978 to 1983, Mac­chiarola gradu­ated from the New York Uni­versity School of Law and prac­ticed for a time in the city be­fore fol­low­ing his heart to work on pub­lic policy in Wash­ing­ton.

"The Department of Health and Human Services is spearheading an effort to establish a legal definition of sex under Title IX, the federal civil rights law that bans gender discrimination in education programs that receive government financial assistance, according to a memo obtained by The New York Times. The department argued in its memo that key government agencies needed to adopt an explicit and uniform definition of gender as determined 'on a biological basis that is clear, grounded in science, objective and administrable.' The agency’s proposed definition would define sex as either male or female, unchangeable, and determined by the genitals that a person is born with."

"Saudi Arabia said Saturday that Jamal Khashoggi, the dissident Saudi journalist who disappeared more than two weeks ago, had died after an argument and fistfight with unidentified men inside the Saudi Consulate in Istanbul.
