“Maryland’s top elected Democrats gathered in Annapolis on Monday for a two-hour discussion of the party’s future “¦ While [Sen. Barbara] Mikulski (D) said Maryland Democrats have to gear up to win the state in the 2016 presidential election, she declined to say whether she would be on the ballot.
