Twenty-eight Demo­crats broke rank and voted to au­thor­ize con­struc­tion on the Key­stone XL pipeline, in­clud­ing sev­er­al who are known as top tar­gets for Re­pub­lic­ans in 2016, like Reps. Brad Ash­ford (D-NE 02), Gwen Gra­ham (D-FL 02), Rick No­lan (D-MN 08), Col­lin Peterson (D-MN 07), and Sean Patrick Malo­ney (D-NY 18).

Here are all 28 Demo­crats who sup­por­ted the bill:
