Madeleine Bordallo, a Democrat, was first elected as the delegate from Guam in 2002. She grew up in Minnesota and after age 14, in Guam. She studied vocal music at St. Catherine’s College in St. Paul and worked for Guam radio stations. She was elected to the Guam legislature in 1980. Her husband, Ricardo Bordallo, was elected governor in 1974, was defeated for reelection in 1978 by Paul Calvo, the father of current Gov. Eddie Calvo, and then waselected governor again in 1982. Then, in a tragic turn of events, Ricardo Bordallo, facing a prison term for bribery in 1990, chained himself to the statue of Chief Quipuha and shot himself in the head, dying later that day. Madeleine Bordallo was a candidate for governor that year, and lost 57%-43% to incumbent Republican Joseph Ada. In 1994, she was elected lieutenant governor and was reelected in 1998.

In 2002, when Del. Robert Underwood decided to run for governor, Bordallo ran for delegate. In the primary, she faced Judith Won Pat, daughter of Guam’s first delegate, Antonio Borja Won Pat, after whom Guam’s international airport is named. In this contest between longtime friends, Bordallo won 59%-41%. In the general election, she once again faced Ada. This time, Bordallo won 65%-35%.

Bordallo is the ranking Democrat on the Readiness Subcommittee of the House Armed Services Committee. She has strongly supported the military buildup on Guam and has sought aid for infrastructure. She accused Republican Sen. John McCain of Arizona of lacking a “sense of history” when he opposed $120 million for Guam wastewater treatment, water infrastructure, and a public health laboratory. She has resisted future base-closings and supports more Aegis ground interceptors for Guam. Bordallo has sought reparations for Guamanians for human rights abuses suffered during Japan’s occupation during World War II, even though the 1951 treaty between the United States and Japan absolved Japan of any claims. The House approved her bill for reparations for Guamanians in 2009, but the Senate limited it to living survivors and relatives of those killed—terms that Bordallo rejected.

Bordallo did not face major party opposition from 2004 to 2010. In 2012, she was opposed for the Democratic nomination by Karlo Dizon, a Philippine-born Guamanian and graduate of Yale and the London School of Economics. She won 73%-26%. In the general election, she easily defeated Republican Frank Blas Jr., 58%-38%.
