White House reporters on Tuesday pressed spokesman Jay Carney to tell them when President Obama changed his position on super PACs and the Supreme Court's Citizens United decision.
"The rules are what they are," the press secretary said in explaining Obama's reasoning. "Not only is there not a constituency among Republicans in Congress to overturn or take action against Citizens United, there is not even a constituency among Republicans in Congress to allow the American people to know who the donors are."
