Boehner Tells House GOP He's Moving to Plan B

House Speaker John Boehner on Tuesday told Republicans he would open a second track to avert the fiscal cliff and keep taxes from rising for "most" Americans. Boehner blamed President Obama's "failure" to deliver a balanced offer that cuts spending as much as it raises revenue. Boehner told the House GOP he would continue to negotiate with Obama toward a broader deal. But in the meantime, Boehner says that as a precautionary measure he will have the House consider a more limited version of action to avert the cliff than a broader deal that is under discussion with Obama. President Obama won a mandate on Tuesday and House Speaker John Boehner will have to compromise in negotiations during the lame-duck session and beyond. But don't expect too much from elected officials for the rest of the year.That's the verdict among some lobbyists as they interpret Tuesday's results. "I believe President Obama has won a mandate. That's what elections are. It's not the margin; it's the victory. Republicans are gonna have to ... work together," said Business Roundtable president John Engler today in a call with reporters and other lobbyists, including the National Association of Manufacturers and Business Industry Political Action Committee. Although lobbyists predict that tax and entitlement reform will be on the agenda, the details about how officials will work it out remain murky. And don't hold your breath for movement during the lame-duck session, they say. "I do not have great expectations. ... You have to be minimalist," said Engler, who described lame-duck sessions as typically "dismal."As for the legislative substance: Congress and the president need to get a "growth package" through then handle tax and entitlement reforms, NAM's Jay Timmons said, arguing that uncertainty is choking his members. Before that can happen look for a change in tone among lower-chamber leadership. "You can't say 'it's my way or the highway' because it's not the way that it works," Engler said about Boehner.  "I do think there's a subtle shift that takes place here," he added.

Obama Invites Congressional Leaders to White House for Fiscal Talks

With the fiscal cliff looming, President Obama on Friday invited congressional leaders to meet with him at the White House next week. In his first statement since winning reelection, Obama called on Congress to let the Bush tax cuts expire for individuals earning over $200,000 per year and families earning over $250,000. “Let’s extend the middle-class tax cuts right now. Let’s do that right now,” Obama added. The president said while he is "open to compromise," he will not accept a Republican plan that only contains spending cuts. "I refuse to accept any approach that isn't balanced," he told an East Room audience. “On Tuesday night, we found out that the majority of Americans agree with my approach,” Obama said. “Our job now is to get a majority in Congress to reflect the view of the American people.”  Obama also said he was encouraged to hear House Speaker John Boehner "agree that tax revenue has to be part of this equation, and I look forward to hearing his ideas when I see him next week."

A bipartisan group of 44 House members from New York, New Jersey and Connecticut wants Congress to provide disaster assistance beyond the $7 billion now available through the Federal Emergency Management Agency for damage caused by Hurricane Sandy, if needed. In the letter to House Speaker John Boehner, R-Ohio, and Minority Leader Nancy Pelosi, D-Calif., released Monday the lawmakers wrote: "While the full extent of the damage caused by Sandy is still being quantified, it is clear that the recovery will be a long and costly challenge." The letter notes the storm claimed nearly 100 lives. Furthermore, millions in the Mid-Atlantic lost their homes and millions more are without power, food and water. They also write that the Sandy wreaked havoc on the region's mass-transit systems and infrastructure. "We understand FEMA may have the resources it needs at this time, but as the full brunt of Hurricane Sandy is quantified, Congress must stand ready to provide the aid and assistance to the people and communities most devastated by this storm," the letter says. "Any effort to ensure assistance is provided to those in need during these very difficult times would, we hope, receive strong, bi-partisan support." The letter dated Thursday was circulated among members by Reps. Joe Crowley, D-N.Y., and Frank LoBiondo, R-N.J.In a separate bid, Democratic Sen. But the contest for other spots is heating up. Billy House explains:A battle for the No. 4 leadership post of conference chair is the most competitive. Vice Chairwoman Cathy McMorris Rodgers of Washington is pitted against Republican Policy Committee Chairman Tom Price of Georgia. They are vying to succeed Rep. Jeb Hensarling of Texas, who is expected to ascend to the top GOP post on the Financial Services Committee.Contests are also under way for conference vice chairman and secretary. Others are maneuvering for the top seats on these committees: Foreign Affairs; Homeland Security; Science; and Budget (if Chairman Paul Ryan of Wisconsin becomes vice president or steps down because of term limits). "The conservative ideologues in Boehner's party--and their mirror images across the political aisle--are already baiting for all-or-nothing fights after Nov. 6, when lame-duck battles loom over $502 billion worth of scheduled tax increases and budget reductions that could damage the fragile economic recovery," Billy House writes.  But you know what they say about the past being prologue.  The speaker has struggled before with the tea party wing of his caucus, having to rely on Democratic colleagues to avoid a government shutdown, for instance.  He's also had to face an ambitious majority leader in Eric Cantor, "as he gauged whether the best tack was to take a harder line with his own members or find new ways to pacify the dissidents in their ranks," House writes.  What's all this mean, then? House explains.  The upshot is that some Republicans have been second-guessing the agreements Boehner has reached with Democrats--notably, the last-second compromise on the August 2011 deal that helped set the clock ticking on the looming defense and other budget sequestrations set to kick in next year.
