Readers of It’s Even Worse Than It Looks know that I have not always treated House Majority Leader Eric Cantor kindly. I have excoriated him for engineering the debt-ceiling crisis in 2011 as a hostage-taking exercise, and then blowing up the talks between President Obama and House Speaker John Boehner that could have led to a grand bargain. Cantor himself recently took credit for the latter in a profile written by Ryan Lizza in The New Yorker. He told Lizza “that it was a ‘fair assessment’ that he talked Boehner out of accepting Obama’s deal. He said he told Boehner that it would be better, instead, to take the issues of taxes and spending to the voters and ‘have it out’ with the Democrats in the election. Why give Obama an enormous political victory, and potentially help him win reelection, when they might be able to negotiate a more favorable deal with a new Republican president? Boehner told Obama there was no deal. Instead of a grand bargain, Cantor and the House Republicans made a grand bet.”

As the nation approaches the fiscal cliff, House Speaker John Boehner finds himself in a familiarly uncomfortable spot, our colleagues in National Journal magazine report.  How so? House Democratic leaders on Monday said they are preparing to introduce the Senate-passed bill to renew the President George W. Bush-era tax cuts for families earning up to $250,000 as their alternative to the House GOP plan that would extend all the tax cuts."I'm introducing the Senate bill in 20 minutes ... we should take it up," said House Ways and Means ranking member Sander Levin, D-Mich., during a Monday conference call with reporters. Ethics Panel Recommends Richardson Reprimand

The House Ethics Committee is recommending that the House reprimand Rep. Laura Richardson, D-Calif., for official misconduct that it says includes forcing congressional aides to work on her campaign and covering up those actions by destroying evidence and "attempting to influence the testimony of witnesses." Along with the reprimand - the committee is recommending that Richardson also be required to pay a fine of $10,000 by Dec. 1.Ethics Committee Chairman Jo Bonner, R-Ala., and ranking member Linda Sanchez, D-Calif., made the announcement Wednesday. They say Richardson has already agreed in negotiations with the panel to admit to all seven counts contained in a "Statement of Alleged Violation" leveled by an investigative subcommittee of their panel, and waived all further procedural rights. Among Richardson's misconduct, they say, was improper use of House resources for campaign, personal and non-official purposes; requiring or compelling her official staff to perform campaign work. She also was found to have obstructed the ethics investigation through the "alteration or destruction of evidence, (and) deliberate failure to produce documents to requests for information and subpoena. In addition, the committee has issued separate letter of reproval to two employees tied to the matter.There was no immediate comment from Richardson's office.Bonner and Sanchez said the full committee on Tuesday unanimously accepted on the investigative subcommittee's recommendations, including that the Ethics Committee submit a public report to the House, "and that the adoption of that report serves as a reprimand of Rep. Richardson for misconduct.""Therefore, the Committee on Ethics has unanimously recommended that the House of Representatives adopt the report, and with it, a reprimand of Representative Richardson for the conduct described," they state.House Majority Leader Eric Cantor's, R-Va., office did not immediately respond to a question of whether the House will take up a vote on the Ethics report.

Biz Groups Quiet on Congress' Failure to Pass Russian PNTR

K Street's silence on Congress' failure to pass normalized Russian trade relations before the August recess is pretty deafening. Business groups such as the Business Roundtable were making all sorts of noise trying to get a bill passed before Aug. 22, when Russia joins the World Trade Organization. Businesses care because when Russia joins the WTO later this month, the United States will not have permanent normalized trade relations with a member country -- a violation of WTO rules. And that means the U.S. can't benefit from reduced Russian tariffs.But now that the Congress has gone home without passing a bill, the interests groups are largely quiet, keeping any frustrations to themselves. Asked Friday how the BRT felt about seeing one of their top legislative priorities left undone,   BRT spokeswoman Amanda DeBard said the group couldn't provide a response. After Congress left town with PNTR still hanging, BRT senior vice president Bill Miller put out a statement saying: "BRT has aggressively pushed for passage of Russia PNTR so our businesses and workers can benefit from exporting to the world's ninth-largest economy."No blame being cast there.  And that's not surprising considering that House leaders have signaled a willingness to take up a bill when Congress returns in September. About 6 p.m. on Thursday, as many House members fled the Capitol for the airport to start the August recess, House Majority Leader Eric Cantor's office released this statement:"Upon our return from the August constituent work period, the House is prepared to take up under suspension of the rules a bill to extend Permanent Normal Trade Relations (PNTR) to Russia, combined with the Sergei Magnitsky Rule of Law Accountability Act, should the Senate and president commit to support passage before the end of September."Most of the opposition to the bill comes from unions, and Republican leadership seems keen to force President Obama and Senate Democrats to publicly support the legislation. A week before recess, House Speaker John Boehner said, "If the president really thinks this is an important issue that we ought to deal with, then maybe he ought to be out there making the case for it. I haven't seen that as yet."But despite the public goading, Republicans privately acknowledge that President Obama is unlikely to get vocal and risk angering labor unions on a bill he knows the GOP will support and pass. The move was largely an attempt to distract from the fact that Republicans weren't able to get a bill passed before recess.

The Cantor Connection: Super PACs and Party Politics in the GOP

The proliferation of outside organizations raising and spending money on behalf of Republican candidates is nothing but a good thing for the GOP. But those groups don't always work at parallel purposes, fostering resentment and internal backbiting and, at times, providing further evidence of differing factions fighting for control of the party.

"Mitt Romney is the only candidate who has a pro-growth, pro-jobs plan for the future," Cantor said on NBC's Meet the Press. The Virginia Republican is no highborn member of the Washington establishment; he’s the GOP House leader with the closest ties to the Tea Party movement and the huge group of representatives it elected in 2010. Ron Paul stood by his libertarian beliefs on Sunday, saying that victims of the violent storms and tornadoes that have battered states in the South and Midwest should not be given emergency financial aid from the federal government. Gingrich: High Gas Prices Could ‘Crater the Economy by August’ Former House Speaker Newt Gingrich doubled down on his promise to reduce gasoline prices to $2.50 a gallon. In a Sunday appearance on CNN’s State of the Union, Gingrich said, "the price of gasoline is becoming a genuine crisis for many American families. If it continues to go higher, it will crater the economy by August." Cantor: Obama is ‘Hostile to Fossil Fuels’ House Majority Leader Eric Cantor attacked President Obama on Sunday as "hostile to fossil fuels," arguing that his policies were what's causing pain at the gas pump for many Americans. "He's hostile to fossil fuels, he’s hostile to coal, he's hostile to oil, he's hostile, frankly, to gas," Cantor said on NBC's Meet the Press. Santorum Backs Down After Criticizing Obama on Education Rick Santorum, who spent days attacking President Obama’s higher education policies and called him a “snob, ” said on Sunday he may have mischaracterized the president’s position and that, with a new understanding of Obama’s statements, he agrees with him. Limbaugh Comments Debated on TV Rush Limbaugh has apologized for calling the Georgetown University law student who testified in Congress that health insurance coverage should include the cost of contraceptives a "slut" and a "prostitute." But the debate over the issue continued on the Sunday morning talk shows. Senators Caution Obama on Iran Senators Lindsey Graham and Richard Blumenthal, both members of the Senate Armed Services Committee who recently returned from a Senate trip to the Middle East, said President Obama needs to do more to prevent Iran from gaining nuclear weapons capabilities. McKeon Warns Against Steep Military Cuts Chairman of the House Armed Services Committee Buck McKeon warned that steep cuts to military funding are ill advised because of the potential for future conflicts that cannot be foreseen. House Oversight Committee Votes to Hold Holder in Contempt

In the latest round in an escalating fight between House Republicans and the Obama administration, Attorney General Eric Holder was held in contempt on Wednesday by the House Oversight and Government Committee for failing to deliver documents relating to the botched Fast and Furious operation aimed at Mexican drug and gun cartels. After the 23-17 committee vote, which was along party lines, Republican House leaders announced the resolution will go to the House floor next week for a vote. If it passes, the contempt resolution would be forwarded to a U.S. Attorney. But if Holder turns over the documents before the scheduled vote, House GOP leadership will give the committee "an opportunity to review in hopes of resolving the issue," House Speaker John Boehner and House Majority Leader Eric Cantor said in a joint statement. For weeks, the committee, led by Chairman Darrell Issa, R-Calif., has been fighting for more documents about the case, which led to the death of a federal agent. The contempt citation is not operative until it's passed by the full House. Were the House to pass the citation, it would go to a U.S. Attorney. On Wednesday morning, Holder successfully requested that the White House assert executive privilege over the confidential documents, but the legal move is not enough to stymie the House GOP efforts. A Tuesday meeting between Holder and Issa failed to stop the movement toward a citation.
