H.R. 2086, The Networking and Information Technology Research and Development Act

James Sensenbrenner, R-WI Co-Sponsors: 48 (25 R, 23 D) Introduced: June 9, 1999 Description: The bill, as introduced, authorizes $4.8 billion for information technology research through 2004. The National Science Foundation would receive the biggest chunk of funding under the bill. The bill calls on the NSF to provide long-term basic research grants covering such areas as high-end computing, software and network security. It also would authorize funding for information technology research centers focusing on long-term information technology projects. It would authorize funding for terascale computer hardware, which provides massive computer storage capabilities. In addition, it would earmark funding for colleges and universities to establish information technology internships at private companies.

S. 296 would increase spending on federal research and development equal to 2.6 percent of the total federal budget through 2010. It also requires the president to submit with the annual budget a report on future federal research and development strategies and targets.
