BUSH EARMARKS PLAN GETS MIXED REVIEWS
President Bush will veto FY09 spending bills that do not halve the cost of earmarks and will issue an executive order Tuesday directing federal agencies to ignore earmarks added to report language. Some Republicans complained that the proposal doesn't go far enough.
