108th Lineup: 2 D District Map: Click here Hawaii has two congressional districts: The 1st includes urban Honolulu (city elections now cover all of Oahu) and extends westward to Pearl Harbor and the rural area beyond; the 2d includes the rest of Oahu and the Neighbor Islands. Both districts have long elected Democrats and, despite the death of the 2d District's Patsy Mink in September 2002, both continued to do so in 2002, in a 2003 special election and in 2004. The Democratic legislature made minor and politically insignificant changes for 2002.
