The Democrats in control of redistricting in Alabama in 2002 did a pretty good job of helping their party in drawing the boundaries of the state's seven congressional districts--but not good enough to add to the two seats they have held since 1994. They marginally strengthened Democrat Bud Cramer in the 5th District and reduced the black percentage in the majority-black 7th District. The biggest change was to the 3d District, where incumbent Republican Bob Riley was leaving to run for governor. The 3d was made significantly more Democratic by the subtraction of fast-growing St. Clair County east of Birmingham and the addition of part of Montgomery County, including the area around the Capitol. The black percentage was raised from 25% to 32%, the second highest in the state. But Republican Mike Rogers still won narrowly in the 2002 open seat contest and easily held the seat in 2004.
