James A. Farley had a good laugh on Vermont in 1936 when he updated an adage to say ''As goes Maine, so goes Vermont.'' Today's Vermont, liberal on cultural and foreign issues, not very conservative on economics, has become pretty solidly Democratic in presidential campaigns. Back in 1980, Ronald Reagan got his seventh lowest percentage here and John Anderson his best, 15%; in 1984 and 1988, Vermont was more Democratic than the nation; in 1992 and 1996, it gave Bill Clinton his fifth largest percentage margins. In 2000 Al Gore won 51%-41%, with 7% for Ralph Nader. The conflict between the old and new Vermonts is apparent in the VNS exit poll. Those without college degrees voted 48%-46% for Bush, but Gore carried college graduates 51%-36% and those with postgraduate degrees 62%-29%. The old divide between Protestants and Catholics has vanished; Bush carried them both by narrow margins. But Gore won those with no religion 64%-21%, with 12% for Nader.

The Vermont presidential primary, abolished for 1992, reappeared in 1996, but has achieved little notice; all the action is next door in New Hampshire.
