Virginia remains one of the more Republican states in presidential races, but not as solidly Republican as in the 1980s. In 1996, Bill Clinton lost here by only 48%-46%, and in 2000, George W. Bush won by 52%-44%, running only even in Northern Virginia and the Hampton Roads area around Norfolk, but winning 55% in the Richmond area and 56% in the rest of the state. In Virginia, as elsewhere, big metro areas have trended Democratic in the 1990s. Until 2000, Virginia's national convention delegates were chosen at state conventions, but Republicans held an open primary in 2000, in which and Bush took 53% of the vote to John McCain's 44%. In early 2003, Virginia passed a law moving the state presidential primary to February 2004, in order to gain the attention of presidential candidates and the national media. But until now Virginia, within sight of the White House and the Capitol, has seen relatively little presidential politicking.
