The Insular Territories

Four American insular territories -- Puerto Rico, Virgin Islands, Guam, American Samoa-are represented in Congress by elected delegates who, like the District of Columbia's delegate, have floor privileges and votes on committees but not votes on the floor; House Democrats let them vote in committee of the whole proceedings in 1993 and 1994, but Republicans changed that rule back in 1995. Each territory's status -- its relationship to the United States -- is different, governed by a separate law, and status is often the pivot around which territorial politics turn.
