The International Criminal Court’s decision to issue an arrest warrant for Libyan ruler Muammar al-Qaddafi represents an escalation in international condemnation of his regime, but Qaddafi is hardly the first high-profile leader to be the subject of an international arrest warrant. Dictators and politicians—and even an American president—have come under international scrutiny in the past.
