The president has found that his pledges to rural Americans haven't all been easy to fulfill.
During the campaign, Barack Obama's rural plan amounted to a hodgepodge of statements to appeal to rural Americans who felt government wasn't serving them well. As president, he's finding it difficult to follow through on some of his commitments.
