As the Arctic ice pack melts and countries jockey for regional dominance, the U.S. remains on the sidelines.
Global climate change is threatening to set off a heated race between the United States, Russia, and other countries to stake out new shipping routes and oil-exploration rights in the Arctic. The rush stems from a faster-than-predicted melting of the polar ice cap.
