Vexing Legal Questions Await Next President
McCain or Obama will inherit Justice Department opinions justifying many of the Bush administration's controversial actions in the war on terrorism.
Unless they're changed (and that's easier said than done), the opinions issued by the Justice Department's Office of Legal Counsel that form the legal architecture for the war on terrorism will be as binding on the next administration as they are on this one.
