National Journal's database of 737 organizations is a cross section of trade associations, professional societies, interest groups, think tanks, and labor unions that are national in scope and are headquartered in Washington, maintain an office or presence here, or have a substantial economic interest in the outcome of government decisions. The executive listed is usually the highest-paid full-time employee on the organization’s most recent filing with the Internal Revenue Service.

Listings represent fiscal 2006 numbers, though some may reflect fiscal 2005 numbers. (Many of the fiscal 2005 forms actually cover portions of 2006 as well.) "Compensation" refers to salary and ordinary bonuses. "Benefits & Allowances" refers to contributions to benefit plans, and personal expense accounts. Deferred compensation may be listed in either category, depending on how the organization chose to account for that expense.
