If you observe Congress for more than a minute, it quickly becomes apparent that it could not function without congressional staff. House and Senate members may get the ink and the airtime, but their aides do much of the work – from drafting legislation and negotiating compromises to plotting media strategy and offering tactical advice. And they typically operate in the background without calling much, if any, attention to themselves.

In an effort to make top Hill staffers a little less anonymous, National Journal devotes an issue of the magazine every four years to short profiles of key aides.
