Randy "Duke" Cunningham resigned Nov. 28; Bilbray, a former congressman, was nominated with 15% in a 14-way primary. He won the June 6 race against Busby with 49% of the vote.

Busby, a college professor, was nominated with 44% in a two-way primary. She lost the June 6 race against Bilbray with 45% of the vote.

Republican Brian Bilbray and Democrat Francine Busby will face off again in November (Hotline, 6/7/06). .... Bilbray emerged victorious after a costly and contentious special election race. "I think that we're going back to Washington," Bilbray told cheering supporters (AP, 6/7/06). .... Busby placed first -- with 44 percent of the vote -- in the race to fill the seat left by disgraced former Rep. Randy "Duke" Cunningham. She will face former Republican Rep. Brian Bilbray -- who earned 14 percent -- in a June 6 runoff (Los Angeles Times, 4/12/06).
