Campaign 2003 One death and one retirement have set the stage for two special elections in 2003.

  • Hawaii 02 -- Ed Case (R) on Jan. 4 won the two-year term to which Rep. Patsy Mink (D) was posthumously elected Nov. 5, 2002.
  • Texas 19 -- Randy Neugebauer (R) on June 3 narrowly won a runoff to fill the seat left vacate by Larry Combest's (R) May 31 resignation.
