NC's primary "has shattered voter turnout records." More than 2.1M people case ballots in the Dem primary. NC elections chief Gary Bartlett said expects the turnout to finish about 50% for the Dems and 23% for the GOPers. Overall turnout will be about 38%. The highest previous turnout was '88 at 31% (AP, 5/7).
