After the conference took its lumps on immigration, health care, tax cuts, and this year’s budget, Loskarn feels like he has a handle on what it takes to help guide caucus members. “My job is to work with the chairmen and senators within the caucus to build consensus around policy goals and build a communications plan around those policy goals,” he said. “Obviously, without consensus it makes it almost impossible to develop the communications strategy that everyone is pleased with.” The heaviest lift during his tenure, he said, was “immigration—that was extraordinarily tough.” At 33, the Sykesville, Md., native and Tulane University alumnus had compiled an impressive Hill résumé even before his more than five years with the conference. He started in 2000 in the office of Rep. Wally Herger, R-Calif., before joining the House Rules Committee in 2001. Two years later, he signed on as communications director for Rep. Marsha Blackburn, R-Tenn. In 2007, Loskarn became the communications director for the conference, a job he held until his promotion to his current post in 2009. He said that his communications background has stuck with him and has given him a soft spot for his occasional sparring partners. “I actually enjoy the media and reporters as human beings.” Loskarn said that his conference duties don’t leave much time for his hobbies: home-improvement projects, reading, and “trying to force myself to go to the gym.”
