The federal government has not been able to send completed Medicaid applications to the states, The Wall Street Journal reports.

When consumers apply for coverage on HealthCare.gov, some find they are eligible for Medicaid. Although they have completed applications, they might not actually get enrolled in the program in time, states warn.

As of Nov. 2, 183,396 consumers completed Medicaid applications on HealthCare.gov.
