One week after the federal exchange website--HealthCare.gov--opened for enrollment, administration officials knew the problems would not be easily repaired, according to The New York Times' analysis of the documents released by the House Oversight Committee as part of the investigation launched by Chairman Darrell Issa, R-Calif.

Officials also knew that the premium-price calculator was misestimating costs for consumers because it was not accounting for age differences, The Times reports. The analysis said that officials focused their efforts on fixing individual issues rather than the greater problem that the website was not built properly.
