Russian authorities indicted two individuals on terrorism grounds, though they have not determined if the defendants were allegedly planning to attack a nearby chemical-weapons destruction site, Interfax reported on Tuesday.
Police have linked an uncovered stash of bomb-making materials to the two detainees, who were living near the Maradykovsky chemical depot and disarmament site in Russia's Kirov region, said Grigory Zhitenev, head of the Russian Investigative Committee's Kirov-region branch.
However, law enforcement officials still have not determined that the Maradykovsky facility was their target, Zhitenev told reporters on Tuesday.
"The only thing I can say is that [the suspects] had not made a final decision," he said.
