Eight states, led by California and New York, are partnering on a plan to boost sales of electric vehicles and increase sales of emissions-free vehicles to 3.3 million by 2025.

The states, The New York Times reports, will seek to develop uniformity for car-charging stations and retool building codes to encourage expanded charging options. Other elements of the plan would allow off-peak charging rates and lane, toll, and parking perks for electric-vehicle owners.

The group--which also includes Connecticut, Massachusetts, Rhode Island, Vermont, Maryland, and Oregon--makes up more than a quarter of the country's auto market.
