Anti-Piracy Caucus Releases Watch List

Intellectual property crimes in China, Russia and Canada will get more scrutiny on Capitol Hill in the coming year, leaders of the Congressional International Anti-Piracy Caucus said Thursday.

To a lesser extent, the group led by Reps. Adam Schiff, D-Calif., and Bob Goodlatte, R-Va., will put pressure on Greece, Mexico and Spain to fight bootlegging of content created by U.S. companies.

"The advent of digital technology holds the promise of a golden age for music, movies, video games, software, books and other forms of entertainment," Goodlatte said at a briefing on the Caucus' annual watch list. But global piracy has led to the "virtual evisceration of a legitimate market for American entertainment in many foreign countries," costing the U.S. economy $58 billion a year, he said.

China and Russia have refused to address IP infringement in a meaningful way, Schiff said. The countries were listed has high priorities in a U.S. Trade Representative report released last month and have repeatedly drawn ire from the International Intellectual Property Alliance.

Canada has failed to update its IP enforcement regime despite promises to the contrary and the passage of a 2007 law that banned movie-theater videotaping of films. "More reforms are still necessary," Schiff said.
