Nothing looms larger in the House Transportation and Infrastructure Committee’s portfolio than the highway and transit bill, a multiyear law that authorizes federal surface-transportation programs. The Federal Highway Trust Fund pays for most of those programs via taxes on gasoline and diesel fuel. But the fund’s collections are not keeping up with its outlays. By fiscal 2015, the Congressional Budget Office projects that the fund will not be able to meet its current obligations.
