Boehner Tells House GOP He's Moving to Plan B

House Speaker John Boehner on Tuesday told Republicans he would open a second track to avert the fiscal cliff and keep taxes from rising for "most" Americans.

  • Boehner blamed President Obama's "failure" to deliver a balanced offer that cuts spending as much as it raises revenue.
  • Boehner told the House GOP he would continue to negotiate with Obama toward a broader deal.
  • But in the meantime, Boehner says that as a precautionary measure he will have the House consider a more limited version of action to avert the cliff than a broader deal that is under discussion with Obama. The speaker emphasized that he was not breaking off the talks with the White House.
