Locked in a heated campaign for his political survival, the choice of subject and publication for a Lugar op-ed is downright odd. Rather than writing a piece on a topic on the minds of Hoosier votes, like jobs or gas prices, for the Indianapolis Star or another local paper, Lugar addresses an issue that few voters follow in a publication that no more than a small percentage of Indiana Republicans read.
