Secondly, if outside groups are removed from the picture, Tester's established cash advantage looks even more imposing. The incumbent had $3.8 million to Rehberg's $2 million at the end of 2011. Third, if Rehberg rejects the agreement, it gives Tester the high ground when it comes to decrying the influence of outside groups in the race.
