The strategy in the lead-up to the likely recall has been consistent for Walker and his allies: Use the time during the calm before the storm to run positive spots about his record. The state Government Accountability Board is still reviewing recall petition signatures. One the signatures are certified, a recall election will be triggered and will likely take place early this summer. Wisconsin voters remain divided: 51 percent approved of the job Walker is doing while 46 percent disapproved, according to a January Marquette University Law School survey.
