Obama also reserves special scorn for donations from lobbyists and political action committees, both of which he has refused to take during his campaigns. In fact, he even barred the Democratic National Committee from taking PAC or lobbyist money. But neither of those policies can prevent an outside group from accepting those donations and using them to run ads on Obama's behalf.
